> Revision of the Eco-label scheme: On 16 July 2008 the European Commission presented a proposal for a regulation revising the EU Ecolabel scheme. The proposal strengthens the scheme by widening the number of products covered and making the system less costly and bureaucratic. It will encourage manufacturers to go beyond mandatory product standards.

> FAS/USDA Import Procedures Under the New Plant Quarantine Act
On June 27, the Thai Department of Agriculture (DOA) conducted a public consultation covering draft procedures and requirements for importing plant products under the new Plant Quarantine Act (No. 3) B.E. 2551. The Act is scheduled to be in place by August 28, 2008. However 19 U.S. products have been granted a waiver to the new requirements pending DOA review of industry PRA's.

> FAS/USDA GAIN Reports:Fishery Products - One of the main objectives of the EU’s Common Fisheries Policy is to prevent fish stocks from being overexploited. Key conservation measures include the adoption of annual Total Allowable Catches (TACs) and multi-annual conservation plans. Bilateral fisheries agreements between the EU and third countries ensure a substantial additional supply to the EU industry. Due to diminishing resources, the EU’s processing industry heavily depends on imports of fresh products and raw materials form third countries. For certain fishery products, the EU has suspended the import duties or reduced duties within tariff quotas.

> FAS/USDA GAIN Reports: Proposal for a new EU Food Labeling Regulation - New requirements include the mandatory declaration of nutrition information on the front label of pre-packaged foods, a minimum font size of 3 mm for printing mandatory information and an ingredients list on the label of alcopops. The proposed rules apply to all foods and beverages, including imported products, intended for the final consumer.

> FAS/USDA GAIN Reports:  Japan will amend the Law Concerning Standardization and Proper Labeling of Agricultural and Forestry Products (the JAS law) to expand labeling requirements to processed foods traded among dealers. The new regulation will go in effect on April 1st, 2008.

INDIA, January 10, 2008 -- On December 5, 2007, the Department of Health, Ministry of Health and Family Welfare, Government of India (GOI) issued a draft Gazette notification to amend the Prevention of Food Adulteration Rules (PFA), 1955, pertaining to use of artificial sweeteners. The proposed amendment has not yet been notified to the WTO.

> USDA JAPAN Differing Enforcement for Imported and Domestic Foods
JAPAN, January 10, 2008 -- Since Japan's Positive List System was implemented on May 29, 2006, imported food has been systematically monitored for chemical residues by the Ministry of Health, Labor and Welfare (MHLW). In the first 10 months, imported foods racked up 455 chemical residue violations, which are published by MHLW. On the other hand, reports of domestic Japanese violations are sporadic. Domestic enforcement is carried out by regional agricultural administrative offices, which are overseen by the Ministry of Agriculture, Forestry, and Fisheries (MAFF), and the overall number of cases is not publically known. Differing enforcement for imported and domestic foods raises national treatment questions.

> USDA EC Allergen Labeling - Permanent Exemptions
EU-27, December 10, 2007 -- Commission Directive 2007/68/EC repeals Directive 2005/26/EC as of November 26, 2007, and establishes a list of ingredients and substances which are permanently exempted from the mandatory allergen labeling requirement.

> USDA Annual AUSTRALIA, December 14, 2007 -- The continued drought in Australia has affected apple and pear production, although both are projected to increase slightly in 2008, assuming normal weather. Exports have been held in check by reduced production and the strong Australian dollar; however the projected increase in 2008 production should see higher exports. New Zealand has requested WTO consultations with Australia concerning the measures imposed by Australia on the importation of apples from New Zealand.

> USDA Annual KOREA, REPUBLIC OF, December 18, 2007 -- This is the first FAIRS Export Certificate Report that provides a list of export certificates and entry requirements mandated by the Korean government for import inspection. It includes an Export Certificate Matrix, references to relevant U.S. government websites for more information, and a sample notarized self declaration letter for non-GMO processed products.
